A European collaboration to boost traffic information quality and accessibility
Europe is taking a major step toward safer, smarter and more sustainable mobility with the launch of TISGRADE – Traffic management Information Services upGRADe Europe. EC-funded through the Connecting Europe Facility, the project aims to align and enhance the currently fragmented landscape of Intelligent Transport Systems and Services (ITS) and Real-Time Traffic Information (RTTI) services across Europe.
Running from November 2025 to December 2028, TISGRADE brings together 54 partners from 20 EU Member States and Norway, including national and regional road authorities, National Access Points (NAPs) and major private service providers. Coordinated by the Dutch National Road Traffic Data Portal (NDW), the project has a total budget of €27.5 million, with €13.7 million in EU co-funding.
TISGRADE’s mission is to improve the availability, quality and interoperability of RTTI data – the backbone of navigation systems, travel-time predictions and traffic alerts. By harmonising data collection, validation and sharing processes, the project will ensure that reliable, real-time information is accessible to all road users across Europe.
This initiative is in line with the revised RTTI Delegated Regulation (2022/670/EU) and the ITS Directive (2010/40/EU, updated by 2023/2661/EU), contributing to the European Green Deal and the Sustainable and Smart Mobility Strategy.
Key focus areas include:
- Digitising Traffic Circulation Plans and Temporary Traffic Management Measures
- Developing data validation tools and feedback loops between public and private stakeholders
- Upgrading NAPs to enhance interoperability
- Promoting large-scale adoption of data standards such as DATEX II and TN-ITS
Why ERTICO is involved
ERTICO’s participation in TISGRADE reflects its mission to accelerate the deployment of ITS solutions in Europe through collaboration, innovation and real-world implementation. The project builds on ERTICO’s efforts to support the dissemination and realisation of EU Delegated Regulations, including the RTTI Delegated Regulation (2022/670/EU), which defines how traffic data must be made accessible and interoperable across the EU.
TISGRADE also complements ERTICO’s role in the NAPCORE project. While NAPCORE focuses on data accessibility – ensuring that data can be easily found and used – TISGRADE focuses on data availability and quality, ensuring that accurate information is generated, validated and shared via the NAPs.
Through its TN-ITS innovation platform, ERTICO supports the deployment of authoritative road data attributes, such as speed limits, which are among the key priorities of TISGRADE. TN-ITS also contributes to the development of DATEX II Part 14, a standard that enables the exchange of high-quality road attribute data between public authorities and digital map providers.
In addition, TISGRADE’s deliverables will pave the way for future developments within the European Mobility Data Space (EMDS), where ERTICO aims to contribute as a trusted data provider and facilitator of interoperable ecosystems.
What ERTICO contributes
ERTICO is a key partner in TISGRADE and plays a cross-cutting role across several activities by:
- Leading the deployment of authoritative speed limit data and coordinating pilot implementations
- Facilitating collaboration between public authorities and private service providers through the project’s Public-Private Tactical Group
- Supporting national road authorities with technical integration and process setup
- Ensuring alignment between TISGRADE, NAPCORE and related EU initiatives to ensure consistency in the implementation of digital mobility regulations
- Promoting the use of common data standards and tools, including DATEX II and TN-ITS, to enhance the validation, exchange and re-use of RTTI datasets
- Disseminating best practices and contributing to communication and dissemination efforts, leveraging its strong network and platforms such as TN-ITS, TM2.0 and the ITS Congresses
