Dear ERTICO partners,
The C-ITS platform held its plenary this week in order to discuss the phase II of the work. Please find attached the draft programme of the Phase II and the slides that were presented at the plenary.
You will note that the C-ITS platform is extending its scope to the use of C-ITS for automated driving applications. From ERTICO point of view, we consider “C-ITS for automation” in a wide sense as any applications that would use the C-ITS transmitted information to directly influence the vehicle speed or trajectory.
The EC opens up for the participation of additional stakeholders, especially the ones that are less represented in the current C-ITS platform membership. On the other hand, the Draft Programme is open for comments until 6 May. The ERTICO office would like to make the following remarks (which were partly conveyed during the meeting):
- On Privacy protection:
- beyond the Phase I recommendations, the C-ITS platform still needs to investigate the difficulty to control the way the data is stored and used after being broadcasted in the CAM and received by unknown receivers as well as any solutions to fulfil the “right to be forgotten”.
- From a consumer acceptance point of view, we are especially concerned about the possibility to use the broadcasted data for the purpose of enforcement or accident reconstruction.
- On Physical and Digital Road Infrastructure:
- There is a wide consensus on merging the Physical and Digital Infrastructure
- The understanding is that many discussions will focus on the Digital representation (digitalisation) of the Physical Infrastructure especially with the intention to reduce the burden on the road operators to maintain a “machine readable” physical infrastructure and rather shift investments on better data management representing the physical infrastructure.
- Reports from vehicles to the road authorities of “road feature detection” performance would help greatly to improve the road maintenance tasks by pointing out where vehicles have difficulties to detect specific road features such as lanes or post signs. The SENSORIS specifications may be a good step in this direction.
- Beyond the content of the road infrastructure, it was suggested that this WP would also address the needs for the digital “data network” infrastructure i.e. Roadside units and cellular data networks.
- On Traffic Management:
- This new WP is directly inline with the TM2.0 activities. TM2.0 is preparing comments and trying to identify together with the EC the best ways to contribute to the C-ITS platform work on this topic.
- On Legal Issues:
- ERTICO office pointed out that the liability framework for delivery of accurate and reliable data is not well understood yet. The importance of indicating what is the quality of the information provided.
- Part of this may be addressed in the WP on Traffic Management: what are the responsibilities of the Road operators to deliver timely and accurate data to the Automated Vehicles. Should the Traffic Managers be allowed to send a “Do not use AV driving” in specific segments of their road network (as it is done in DRIVE ME project)?
